Overpopulation Fee

The overpopulation share policy is a part of the Seoul Metropolitan Area Readjustment Planning Act that looks to ease overpopulation in the capital region, and secure financial resources required in balanced regional development and expanding urban infrastructure. Currently, the new construction or expansion of large buildings within Seoul will incur a payment of 10% of construction cost, and the payment could be adjusted up to 5% of the construction cost.

- Buildings levied: Buildings for business with a total space of over 25,000m2, buildings for sales with a total space of over 15,000m2, multi-purpose building whose size of sales facilities is over 15,000 m2, and other multi-purpose buildings with a total space of over 25,000m2.
